The Harris campaign launched a new ad on Tuesday criticizing Donald Trump's approach to health care, echoing Trump's debate response that he has the “concepts of a plan” to replace the Affordable Care Act.

The ad begins with the debate exchange where Trump is questioned by the debate moderators.

“President Trump, you have long vowed to repeal and replace the Affordable Care Act,” said ABC debate moderator Linsey Davis. Trump responds: “If we think of something, we will do it and replace it.”

“You still don’t have a plan,” Davis says in the next clip, and Trump delivers the vague answer that critics have seized on: “I have ideas about a plan.” There are concepts and options. This is what we have to do.”

The ad then shows Harris' response on the debate stage. “You don’t have a plan. When Donald Trump was president, he tried to repeal the Affordable Care Act,” Harris says, going through the reforms the law instituted. “Understanding that access to health care should be a right and not just a privilege of those who can afford it.”

The ad's focus on health care and the Affordable Care Act in particular reflects a still-evolving messaging approach for the Harris campaign as it enters its final full month of campaigning. To date, Democratic presidential campaign ads have focused primarily on the economy or abortion, and health care ads have most often focused on Medicare.

And it is one of several campaign ads that include clips from the only presidential debate between Harris and Trump, underscoring the political relevance of these high-profile campaign moments. The Harris campaign has run several ads showing Trump's answers during the abortion debate and highlighting her own appeals to voters from the stage.

The ad began airing this morning in Michigan, ahead of today's vice presidential debate – another high-profile campaign moment that could provide additional fodder for campaign advertising.
